Phenoxyethanol is a high-boiling-point, low-volatility solvent, an oily liquid at room temperature with a slightly aromatic and astringent odor. It is also a low-allergenic, broad-spectrum, and highly effective preservative and bactericide. Soluble in both water and oil, it is easy to use and has therefore seen increasing use in the light industry and daily chemical sector in recent years.

Besides its chemical composition, phenoxyethanol has many other applications. For example, it is used as a solvent for inks requiring penetrating power, such as in molds, engravings, ink pads, and ballpoint pen inks; it is an ideal solvent for cellulose acetate, resins, dyes, and photosensitive materials; it is used as a stationary phase in gas chromatography and as a standard for chromatographic analysis; it is used as a fixative and diluent in soaps and cosmetics; and it is also used as a fish anesthetic to calm fish, reduce activity, decrease oxygen consumption, and reduce CO and NH3 emissions, facilitating transportation, spawning induction, and other operations.

Solvent Properties: Phenoxyethanol possesses excellent solubility and miscibility, making it a common diluent for fragrances. It is also an excellent solvent and penetration enhancer for hair dyes and nail polishes, as well as a solvent and modifier for inks and ballpoint pen inks, and a penetrant for ink pads.

Antibiotic and Antibacterial Properties: Phenoxyethanol exhibits highly effective antibacterial properties against Pseudomonas aeruginosa and has antibacterial activity against both Gram-positive and Gram-negative bacteria. Due to its considerable solubility in water, white mineral oil, and isopropyl palmitate, among other cosmetic components, coupled with its high efficacy, broad spectrum, low toxicity, and non-allergenic properties (a 2.2% aqueous solution is non-irritating to the skin), it is widely used in cosmetic creams and shampoos.
